„Purchase of Food Products – 2017-2019“

Within the application for funding food products, produced or purchased from the European Union market will be purchased and further submitted to a selected partner organization for annual distribution to representatives of the target groups defined according to the mechanism for identifying of the most deprived persons described in the Operational Programme and the Ordinance № RD-07-1 of 04.04.2016 setting the target groups under the Operational Food Program of FEAD of the Minister of Labour and Social Policy. The activity of purchasing of the given types of food products will be covered by an open tender procedure under the Public Procurement Act (PPA) in compliance with the EU and national legislation on public procurement and the underlying principles described in Art. 2 of the PPA and Art. 5 of Regulation (EU) 223/2014, as appropriate. In 2017 the different types of food will be purchased by public tender procedure in accordance with the PPA. For 2018 and 2019 the method used for programming of the public tenders will be defined after analyzing the data of the 2017 public tender procedure and will guarantee that the provided financial resource will be sufficient and will be distributed in a way that ensures annual food assistance to the persons within the target group. The types of foods that will be purchased under this application for funding will ensure a balanced diet and will comply with the applicable EU and national legislation related to food safety. Within the realization of the application for funding will be elaborated and executed a mechanism for avoiding wastage of food, including a tool for monitoring of this requirement that will be developed and implemented. The packed food products, subject of each procurement will be delivered by the selected contractor for completion and distribution to the warehouses of the partner organization under operation type 2 in the 28 districts of Bulgaria.
