Application for funding under the Grant Scheme BG05FMOP001-2.002. "Providing of individual food packages – 2016” under the Operational Programme for Food and Material Assistance under the Fund for European Aid to the most Deprived.

Within the current program the BRC will provide food packages with major products to the most deprived including accompanying measures directed towards overcoming of social exclusion. The provision of food packages will lead to relieving of the budget of individuals and low-income households thus releasing funds for covering of other urgent expenses. The accompanying measures proposed will contribute to social inclusion of the most vulnerable persons. For the needs of the implementation of the Program, the BRC will provide regional warehouses licensed under Article 12 of the Food Law. All food products will be stored in them. With regard to the organization of the distribution process, appropriate spaces for establishing of distribution points will be secured by the BRC. Such points will be opened not only in all 265 municipalities of the country but also in larger settlements with high number of eligible beneficiaries. Packages of people having mobility difficulties will be transported to their homes. In order to fulfill the objectives of the program, the BRC sets the following tasks: - To cover all target groups; - To allocate and provide food products to end beneficiaries; - To carry out internal control with the objective to avoid double financing; - To ensure the safe distribution of the food products; - To avoid food waste by applying clear mechanisms and specific measures; - To provide accompanying measures to help vulnerable people to take steps to tackle poverty and social exclusion; - To receive feedback from representatives of the target group. - To apply the horizontal principles of the program /non-discrimination, respect for personal dignity, etc./; - To inform the general public about the program and to promote the support of the FEAD. All activities at national and regional level will be guided by teams of experts with proven experience, sufficient knowledge and skills in the implementation of large-scale humanitarian programs.
