The basic demographic issues outlined in the municipality of Vidin are directly related to social policy and social services system and the needs of the population of such services. In the analysis of socio-demographic and economic picture of Vidin stand out factors creating the risk of social exclusion of individuals, form risk groups of children, disadvantaged families and older people in need of support and social services. Such factors are level of poverty and income - persistent lack of ownership and permanent income, unemployment, low pensions and insufficient income of persons in over working age; family structure - complete or incomplete family, large families, health and educational problems; isolation from family environment and lack of support from family - children and lonely old people accommodated in specialized institutions, etc. The deteriorated social and health status of many families led to an alarming increase in the number of disadvantaged individuals.
