3.1 - Hot lunch in the conditions of the pandemic of COVID-19 in the municipality of Hissarya

The project proposal envisages the preparation and delivery of a hot lunch to users of the project, which will be determined after confirmation by DSP-Hissarya for their belonging to the eligible target groups: - Persons without income or low income below the poverty line - people in difficulty due to the deteriorating economic situation in the country, people who due to their age or disability are at higher risk of infection and adverse infection. - Persons placed in quarantine - without income or with low income below the poverty line and have no relatives to support them. - Persons subject to social assistance, for whom the need for additional support has been identified and in the conditions of an emergency epidemic situation, are unable to satisfy their basic living needs. It is envisaged that a commission of municipal employees appointed by an order of the mayor to rank and prepare a list of users from the target groups of the project, based on a described and approved mechanism for selection of users. For the implementation of the activity - Preparation of a hot lunch, its assignment to an external contractor is envisaged according to the Public Procurement Act. The activity - Provision of hot lunch will take place in the homes of consumers, as the Municipality of Hissarya will create the necessary organization for the delivery of food to their homes depending on the development of the epidemic situation in the course of the contract. It is planned to provide the service "hot lunch" to start on 11.01.2021 and will cover up to 150 users from all settlements in the municipality of Hissarya within the working days for a period of 4 months or 76 working days. Accompanying measures will be implemented under this project proposal.
