3.1 - Providing warm meal in the situation of COVID-19 pandemic from the Municipality of Ruse

The current project proposal is being created in reference to the opportunity provided for Ruse municipality to apply for operation "3.1 - A warm meal in a pandemic condition from COVID-19". This opportunity is granted by a procedure for direct funding in accordance with the rules and regulations of the “type 3” operations, according to resolution No.37 from 23.02.2015 of the Ministry council. It defines the terms and conditions for execution of the Food and/or basic Material Assistance Operational Programme, co funded by the Fund for European Aid to the Most Deprived (FEAD). During the period from 01.01.2021 until 27.04.2021, within 81 workdays, 250 people from the target groups will be provided with warm lunch in a functional public dining room. Providing the beneficiaries with the opportunity to receive warm meal will fulfil their basic need for food and for social protection on a high level during a pandemic condition from COVID -19. In a pandemic condition from COVID – 19, providing warm meal is a significant aid. It creates a real opportunity to support the poorest and most vulnerable people with food. When the anti-epidemic measures require it, the food can be delivered to the people. One public dining room will operate in the city of Ruse. The preparation of the warm meal will be executed by the municipal enterprise “Social enterprise public dining room”, for people, which current address is Ruse city. According to the anti-epidemic measures the warm lunch will be consummated by the users by delivering it to their homes. This is an anti-pandemic measure that highlights the target group users, which have difficulties providing or cannot provide food on their own.
