"Targeted assistance with hot lunch in Rhodope Municipality in terms of COVID-19 pandemic"

This project proposal is aimed at supporting by providing a free hot lunch for the most needy and at-risk groups of the population of the “Rhodope”Municipality", in the situation of prolonged social isolation, as a result of the COVID-19 pandemic. The affected people live in poverty and it is difficult for them to assure their food. The implementation of the project will cover people from the eligible target groups, which are regulated in the application requirements for the procedure for direct provision of grants under operation BG05FMOP001-5.001 "3.1 - Hot lunch in terms of the COVID-19 pandemic". The number of people is planned to be 200, with 15 villages covered. The project proposal will be implemented by the administration of the municipality "Rhodope" for a period of 4 months from 01.01.2021 to 27.04.2021 including. In the public procurement register the open procedure is under № 00464-2020-0024 from 18.12.2020. As of the date of submission of the present project proposal, the Municipality of Rodopi has concluded a new Contract № 149 dated 31.12.2020, with the selected company SD “DZHUROVI I SIE” based on Art. 183, in connection with Article 112 of the Public Procurement Act. Due to the unsatisfactory health condition of the elderly population and their advanced age, the plan of the project is to provide food directly to the homes of the users in the respective village. This will assure the regularity of the receipt and the adequate response to the needs of the individuals. During the whole period of project implementation the so-called "accompanying measures" will include individual counseling and assistance for the use of administrative and social services, targeting the use of health and education services and the application of other forms of support and assistance for solving the identified needs of the users of the "hot lunch" service. The main activities of the project will be complemented by informative and publicity measures.
