A warm meal in a pandemic condition from COVID-19 in Haskovo municipality

The implementation of this project proposal aims to contribute to the achievement of the overall objective of the Operational Programme Food and/or basic material assistance, namely to reduce the number of people living in poverty by providing food for the people most affected by the COVID-19 pandemic and its socio-economic consequences. Within the current operation, the municipality of Haskovo plans within 95 working days to provide a balanced and healthy diet to 1600 people living in the municipality of Haskovo and falling into the main target groups: 1. Persons without income or with low income below the poverty line - people in difficulty due to the deteriorating economic situation in the country, people who due to their age or disability are at higher risk of infection and adverse infection. 2. Persons placed in quarantine - without income or with low income below the poverty line and have no relatives to support them. 3. Persons, object of social assistance, for whom a need for additional support has been established and in the conditions of an emergency epidemic situation, are incapable of satisfying their basic living needs. To provide a warm meal to disabled people with limited mobility and/or placed under mandatory quarantine, home deliveries will be realized through the already developed transport scheme as a result of the implementation of the activities under the Target programme “Hot lunch at home in emergency conditions – 2020”. Haskovo Municipality will delegate the activities for preparation of warm lunch to a registered social service provider, according to the national legislation and a procedure with a unique number: 00211-2020-0044 in the Public Procurement Register. Within the project proposal it is planned to provide accompanying measures, such as for this purpose a team of experts will be formed to provide assistance, incl. individual counseling according to the current anti-epidemic measures and the individual needs of the consumers.
