"Hot lunch in the conditions of the COVID-19 pandemic in Municipality of Shumen"

The current project envisages upgrading and expanding the scope of the Target Program "Hot Lunch at Home in the Conditions of Emergency 2020", implemented in 2020, financed from the national budget. The activities envisaged in the project include defining the target groups, preparing a hot lunch, providing a hot lunch, as well as providing accompanying measures. Target groups under this project will be: people without income or low income below the poverty line - people in difficulty due to the deteriorating economic situation in the country, people who due to their age or disability are at higher risk of infection and adverse events of the infection, quarantined persons - without income or with low income below the poverty line and have no relatives to support them; persons subject to social assistance, for whom the need for additional support has been identified and in the conditions of an emergency epidemic situation, are unable to meet their basic living needs. The determination of the target groups will be carried out by a Commission formed by an Order of the Mayor of the Municipality of Shoumen, after confirmation by the Social Assistance Directorate - Shoumen for belonging to the target groups. The preparation of the hot lunch will be carried out in two kitchens, in order to reach a larger number of users. At the start of the project, the activities for preparation and provision of hot lunch will be carried out with own resources of the Municipality of Shoumen and will cover a smaller number of users. A procedure for selection of a contractor under the Public Procurement Act has been carried out, and one of the kitchens terminates its work on the project and the activities for preparation and provision of a hot lunch have been assigned to the selected contractor, which has increased the number of users. Consumers will be provided with accompanying measures aimed at overcoming social exclusion and social inclusion.
