3.1 - Hot lunch in the conditions of the pandemic of COVID-19 in the municipality of Kotel

The purpose of the project proposal is to prepare and, if necessary, deliver to home a hot lunch for citizens in vulnerable groups from the municipality of Kotel, who due to poverty and prolonged social isolation due to COVID-19 crisis, find it difficult to provide food for themselves. The project could also complement and extend the national measures to address the effects of the crisis with a focus on the most deprived persons. A pantry containing cooking appliances will be established within the municipality of Kotel, having 19 food distribution posts – 17 of which located in the surrounding villages and 2 of them located in the city of Kotel. The food preparation and delivery will be in disposable containers and individual packages, delivered by cars registered for the project purposes, carried out by the contractor, selected after a procedure under the Public Procurement Act. The food will be provided from 11.00 to 12.00 to 2100 consumers, approved by the Directorate of Social Assistance in municipality of Kotel, after signing either pre-prepared documents with their personal data or individual papers for both people with reduced mobility without any authorized person and those under quarantine. Feedback forms will also be prepared and made available to consumers. In addition to food distribution, accompanying measures will be offered in order to reduce social exclusion and / or deal with social emergency situations in an emancipatory and sustainable way by individual consultation and assistance for social and / or administrative services. It will also support the access to health and education services, manage the family budget, aim at healthy and balanced diet as well as offering individual or group consultations in response to identified specific needs and problems of consumers in compliance with all anti-epidemic measures.
