IMPROVING THE ACCESS TO EMPLOYMENT AND THE QUALITY OF JOBS THROUGH LIMITING AND PREVENTING UNDECLARED WORK

The project is in line with OPHRD main priorities for limiting and preventing undeclared work (LPUW) and the informal economy through innovative approaches and measures,applied at national and local level.The results are in line with PA1,IP7,SO1: Increasing the number of the employees affected by the introduced new human resources development systems,practices and tools and the improved organisation and working conditions in the enterprises.The project envisages joint actions between the social partners BICA–leading organization and CITUB-partner,supported by associated partners:MLSP,GLI,NEA,BIA,BCCI and CEIBG,to improve the adaptation of enterprises and their employees,to prevent and mitigate the consequences of the economic restructuring,especially with regard to the new forms of employment and improving the situation of workers and the environment in enterprises.UW deprives workers of their rights and has serious budgetary consequences,negative effects on employment,productivity,quality of work and efficiency of budget and pension systems.In order to solve these problems the following activities will be implemented: 1.Conducting studies,elaborating a methodology for LPUW and a set of innovative tools,approaches and models for LPUW,ready to to be implemented,because they were pre-tested and refined. 2.Equiping National Center "Business to the Rules"with a digital platform,migration of the already collected data,preparation,approbation,and preparation for mass introduction of the newly developed innovative tools,models and mechanisms for LPUW and elaboration of a sub-index for measuring UW. 3.Elaboration of training programs,informational materials and instructions for counseling and methodical guidance to LPUW and to upgrade the activity of NC "Business to the Rules".Testing and verifying their practical applicability through training,information and consultation of representatives of target groups-employees and employers. Duration-30 months.
