Joint actions of social partners to develop training programs, policies and legislation on apprenticeships

The main objective of the project proposal is to improve the opportunities for employing new systems providing access to employment based on apprenticeships in enterprises, with a focus on craft enterprises, through joint actions of social partners. On 15 March 2018, the Council of the EU adopted a Recommendation on a European framework for quality and effective apprenticeship. The Recommendation encourages the formation of highly skilled workers with appropriate skills that meet the needs of the labour market. By applying common criteria for qualitative and effective apprenticeships, Member States will be better able to develop and promote their national apprenticeship schemes. The Recommendation pays special attention to the need for the involvement of the social partners in the design, management and implementation of apprenticeship schemes. The target groups of the project are employed (employed and self-employed) and employers (craft enterprises). The project proposal includes the implementation of six interrelated activities: 1. Analysis of Apprenticeship Legislation and Policies. 2. Formulation and requirements for the development of training programs for apprentices. 3. Development of training programs for apprentices. 4. Development of methodological instructions for masters and mentor-trainers from micro and small enterprises for training of apprentices. 5. Pilot testing of the developed programs and methodological instructions for training apprentices. 6. Developing proposals for national policies and legislation changes to promote and support apprenticeships. Activities will be performed jointly by Candidate and Partner teams. The implementation period is 30 (thirty) months. The main outcomes of the implementation of the activities included in the project proposal have been developed and piloted new human resource development models based on work-based learning (apprenticeship).
