"Assistance for independent living"

The need for social assistance in the municipality of Omurtag is determined by the following main factors: high unemployment rate, low incomes, growth in the number of older people and the elderly living by themselves in the villages, as well as the presence of highly vulnerable social groups. The municipal social policy is primarily oriented towards improving the quality of life of the persons in the risk groups. Such are individuals with considerable health and social problems (socially disadvantaged people, invalids, children with physical and mental disorders, neglected children and others). The main problems faced by the people aged 65 and over, who are partially or totally incapable of caring for their daily needs due mostly to their health issues or their loneliness, come down to their inability to organize their daily routines, as well as to the lack of social contacts. The Domestic Service Unit created under the Help-At-Home Procedure, aimed at providing hourly services to overcome social inclusion or to provide assistance at home, shall continue and further expand its activities through incorporating an expert in motivational and/or psychological or other type of support for the service recipients, based on their individual needs, in order to guarantee an integrated approach to the service provision. Provision of hourly services on municipal level for people with health disorders and for the elderly who find it difficult to care for their daily needs, provision of integrated services to facilitate access to health care and other services based on particular needs of the disabled persons, will help improve life quality and facilitate access to the services aimed at preventing social inclusion , thus responding to the complex needs of the disabled persons and people aged 65 and over, who are incapable of caring for their daily needs, and reducing the effects of social inclusion and poverty.
