Independent life in Kostenets municipality

The project proposal includes providing and ensuring access to integrated services, according to the specific needs of the people incapable of self-care and people with disabilities by supporting of Unit for services created in home environment by procedure "Help at Home". The project proposal corresponds with the OP "Human Resources Development" 2014-2020. The project complements without duplicating other documents. Development Plan of the Municipality of Kostenets 2014-2020, Specific objective 3.4. Improving the quality of social services and development of community services for prevention of social inclusion and isolation. Measure 3.4.1.Expanding network of social services to support vulnerable groups and communities. The population of Municipality by current address is 12302. People with disabilities are 1400 and those over 65 years are 2400. 350 persons are with reduced working capacity of over 90%, and 1050 people are with reduced working capacity of 50 to 90%. The number of children with disabilities in the municipality is 55.15 of them are in need of constant care. 30% from people over 65 live alone. These are mostly elderly people with disabilities who need services in the community or in home environment and social contacts. On the other hand a significant group of people with disabilities live with relatives, which leads to their permanent involvement and the lack of labour income. Unemployment data in Kostenets tend to increase the number of unemployed persons. In May the unemployment is 12.83%, which is over the national average. The demographic development of the municipality has the following features - the population of the municipality decreases, the number and proportion of older people by reducing the number of working-age population. The trend is the aging of the population, especially in smaller villages. The highest number of people in need remain off the scope of the projects for the provision of social services.
