Project proposal includes establishment of a Home Care Services Centre. The Right of Independent Life in the municipality of Varbitsa Project will be realized in two stages, as provision of services for the first stage will begin in the third month of the project and the second stage will start in March 2016. The social service will be provided to 75 users, residing in the 16 residential districts in the municipality of Varbitsa for 23 months. Project will supplement and upgrade the project under the New Alternatives procedure, funded under the Operational Program Human Resources Development 2014-2020 through the implementation of a new broad-spectrum approach for decentralized provision of hourly services to people with disabilities and elderly people having difficulties to take care of themselves at municipal level. For project implementation the municipality of Varbitsa will rely on its good partner relations with other administration, Social Assistance Regional Directorate - town of Shumen and Social Assistance Directorate - town of V. Preslav, Labour Bureau Directorate - town of V. Preslav, as well as with private companies and citizens as volunteers for the implementation and upgrade of the results envisaged. The provision of ‘personal assistant’ service will improve their quality of life and will support their independence and social inclusion opportunities. The preparation of individual assessments of needs and the specification of an individual user budget will enable us include the persons being mostly dependent on cares in the project upon observation of the horizontal principles of equal opportunities and non-allowance of discrimination and equality of sexes.
