Improving quality of life and access to services for social inclusion in reference to the needs of people with disabilities and people over 65 who can not care for themselves by establishing a center for hourly social sevices or for people incapable of self-service at home and for disabled and their falimies. Ensuring access to healt sevices in the community and the development of social services in the community and to facilitate the access of disabled persons to employment.
