Creating of integrated public utilities of children from municipality Devin in their early childhood is very important for their normally development and further spread out of their potential and activity of the person, but at the same time this is a period of the biggest vulnerability forward unpleasant factors of social society. That’s why a very important meaning for children in the period of intensive development is to protect from risks and to create social environment, which maximum stimulate development. In this age the most important role for child’s development give support the family, because of which it is important support of the child to realize and through support of the family. Vulnerable groups’ parents need of special attention. They are poor, they have few incomes, they have a low level of education, a low level of culture. They aren’t able to ensure their children adequate lifestyle and cares stimulate their development. These people have to receive support for forming parents’ skill, for improving of their health culture, support in growing up children. They must stimulate for bigger activity and to give courage their social including. Children with injury and their families need of special support. These children need of various therapy treatment, and their parents from education and co-operation in the process of helping and stimulate of children. It is very important children to go to a nursery school, because it has an important role for cognitive development and socialization of children. For this purpose it is necessary to create conditions for:  Quality of health care.  Completely comprehensive glance of children from under school age in kindergartens.  Development of new utilities for increasing capacity from vulnerable groups.  Creating of utilities for stimulating children’s development with injuries and ensure support of parents in process of growing up.
