SOCIAL INCLUSION THROUGH SERVICES FOR EARLY CHILDREN'S DEVELOPMENT IN THE MUNICIPALITY OF RUSE

The project proposal creates conditions for investments in early childhood development by supporting established services by Social Inclusion Project (funded by a loan from IBRD 7612BG in the period 2008 - 2015) directed to children up to age 7 from vulnerable groups, including children with disabilities and their families, as well as future parents. The implementation of this project will contribute to sustainable development activities that were achieved concrete results to form parent’s skills in community of vulnerable social groups, improving health status and family conditions for children at risk, preparation for an equal start at school and social exclusion prevention. The project contains a combination of mandatory activities referred to Ruse Municipality in guidelines for each beneficiary. They form complex care for children up to age 7 from vulnerable groups, their families and future parents through pedagogical and psychological support, health care and prevention, family counseling and early intervention disability. The services are defined by their provision methodology described is a mechanism for stakeholder involvement plan for publicity, management and internal monitoring. Basis for implementation of project activities is the capacity built by the Social Inclusion Project. It provides the services to be given by the consultants selected according to IBRD procedure and criteria, who have completed introductory and advanced trainings and have achieved concrete results in working with the consumers. The trust, which is built by consultants, models of communication, inclusiveness and methods for individual and group work are strategic to the sustainability of established services. In the project proposal have been applied principles of equal opportunities, gender equality and sustainable development. The project implementation will contribute to the realization of the National Strategy to reduce poverty and promote social inclusion.
