Continuing support for deinstitutionalization of children and young people.

The project proposal is in line with Operation 1 of the Updated Action Plan for Implementation of the National Strategy "Vision for Deinstitutionalization of Children in the Republic of Bulgaria", adopted by Council of Ministers Decision No. 859 of 13.10.2016. The project proposal "Continuing support for deinstitutionalization of children and young people" is aimed at implementing activities that are complex in terms of the ongoing process of deinstitutionalization. The strategic objectives correspond to the ongoing process of deinstitutionalization of the care for children and young people. In the course of the reform, the efforts aimed at guaranteeing children's rights, which for one reason or another can not be reared by their biological families, are important. In order to guarantee children's rights to the family environment and access to quality care and services according to their individual needs, it is essential to have an up-to-date and adequate assessment. The assessment of the individual development of children and youth accommodated in the HCDPC, HMSCC and Family Type Centers for Disabled Children / Young People. An in-depth individual assessment of children's needs will be prepared, an assessment of parental capacity, and an up-to-date care plan based on the assessment. The child-friendly social service in the community will be identified to support the child in its development until it is brought into a family environment as well as identifying the relevant territories where child-specific services are available. The implementation of the activities envisaged in the procedure will contribute to providing quality alternative care to the children and young people accommodated in the Homes for Children Deprived of Parental Care and the Homes for Medical and Social Care for Children as well as updating the assessment of the needs of the children with disabilities accommodated in family-type accommodation centers and their parents.
