"Creation of new forms of social services of residential type in Razgrad Municipality, guaranteeing life in a family environment and access to care and services according to the individual needs of children and youth"

The project proposal will contribute to the development of a sustainable model for deinstitutionalization of children and young people placed in specialized institutions by opening up social services of resident type. Under the project, two new services will be created in - "Transitional housing", with a capacity of 8 children and "Observed housing", with a capacity of 4 young people. In a family-like environment, consumers will acquire the knowledge and skills to lead an independent life in the community. They will have access to care from qualified professionals, according to their individual needs. A team will be formed for the organization and management of the project, which will implement the planned measures for information and communication. After coordination of the public procurement plan with the MA of the OP, the team will organize the procedures for selection of contractors, in accordance with the provisions of the Public Procurement Act. At the beginning of the project, with a competition, a selection of staff will be made. The head of "Transitional Housing" and "Supervised Housing", assisted by the project team, will prepare the mandatory documentation required for their provision. Children and young people, before the placement, will be provided with adaptation, through preliminary preparation and conducting familiarization meetings. It is planned that the functioning of the social services will start from 01.07.2021. Until the end of June 2023 the Razgrad Municipality will submit a request for the provision of the services "Transitional Housing" and "Supervised Housing" as activities delegated by the state, as of 01.01.2024.
