Establishment and provision of the social service "Shelter" on the territory of the municipality of Varna.

This proposal is being developed alongside the Integrated Plan for Urban Reconstruction and Development of Varna for the period 2014-2020 and offers complementary interventions to the activities funded by the Operational Program Growing Regions 2014-2020 for renovation and furnishing of buildings, private municipal property intended for the provision of social services. The expansion of the network of social services in the community and the improvement of their quality is a priority in the municipalitys social policy. One of the main challenges in its implementation is related to the continuous increase in demand for social services, especially those offering shelter. More than 220 people are registered as homeless in the Social Assistance Directorate. In support of these individuals, in 2013 we opened the "Shelter for temporary accommodation of homeless and socially disadvantaged people", which has a delegated budget within the accounting framework of the Municipality of Varna. More than 100 homeless people and an average of 33 marginalized families, who cannot provide even the minimum living conditions for their children during the winter, are the temporary residents every year. Due to the lack of social housing and their insufficient number in the fund "Accommodation of citizens with established housing needs", owned by the Municipality, the homeless and families are offered temporary shelter, which is extended many times during the calendar year until the housing problems are solved. There is also an increase in people with mental health problems not covered by the health system, as well as people who acquire other disabilities and are rejected by their relatives. They have no means of subsistence and have not acquired the right to a pension. This project proposal aims to meet the basic needs for shelter, food and comprehensive social services for more people at risk by creating a new social service "Shelter" with a capacity of 50 persons.
