Patronage care for elderly and disabled people in Yambol municipality

Patronage care does not fall under the list of government delegated activities funded by the state budget. Municipalities maintain part of the services as a local activity, but the capacity of these local activities cannot meet the needs of people in need of health-social services in their home environment. Apart from the municipalities, this service is not available on the market or if it is provided it is not in the price and quality expected by the target groups. The project activities are aimed at elderly people over 65 with limited or inability to self-cater, as well as people with disabilities and their families, people who have no relatives and who have a social need for hourly services, thus protecting the public interest and responds to the needs of the population. A large number of people over the age of 65, who have retained their ability to live independently, suffer from serious concomitant health problems. A substantial percentage of people of the third age can be assigned to the group of people with disabilities. In addition to home care, community-based services aimed at preventing loneliness and isolation and adapted to the basic needs of the elderly will be provided for these individuals to be independent and to stay as long as possible in their usual environment. Elderly people with chronic deceases and permanent disabilities will receive specialized medical care in their homes - building a model for patronage care for elderly people in their homes. The number of users to be covered in the project is 100 persons. For this purpose, up to 25 specialists will be appointed to provide health and social care services, including dispatcher, driver, psychologist, nurses, paramedics, rehabilitator, care workers, which number will be determined after the preparation of the individual medical and social assessments of the applicants. The total value of the project proposal is BGN 274 244. The services will be provided for 12 months.
