Development and implementation of a system for monitoring, evaluation and control of the National Strategy of the Republic of Bulgaria for Roma Integration 2012-2020 - "SYSTEM"

The project proposal's main objective is to promote integration policies by creating an effective system for regular and systematic information provision, monitoring, evaluation and control of the achievements / failures of the ongoing National Strategy of the Republic of Bulgaria for Roma Integration 2012-2020, the (strategy) and other interventions aimed at improving the situation of Roma in Bulgaria. The project activities are: 1. Overview, analysis and evaluation of the legislation, structures, existing similar systems, information support of public policies to combat poverty and integration of vulnerable ethnic minorities with focus on Roma, including needs assessment (risks); Identification of good European practices for conducting monitoring, evaluation, control and information provision of public policies to combat poverty and integration of vulnerable ethnic minorities, focusing on Roma; analysis with a view to the possibility of applying in Bulgaria; Building a network of stakeholders to submit data and information to the "system." 2. Development of a concept and methodology of the "system" 3. Build a "system", which includes the participation of all stakeholders and combine various forms of monitoring and evaluation; Pilot testing of the "system"; Implementation of the "system", incl. preparing the necessary documentation to facilitate its functioning, increasing the administrative capacity of all institutions responsible for implementation at national and local level.
