Optimization and innovation in the GLI EA

This project proposal is to improve the capacity of the General Labour Inspectorate Executive Agency (GLI EA) to perform effectively and efficiently its functions.To optimize the business processes in the work of GLI EA.To improve GLI EA’s inspection activity through the implementation of innovative methods.To attain them, activities have been planned in 4 directions:Inspection, carried out by GLI EA. Raising the knowledge and skills of GLI.Raising the awareness of employers and employed persons in the enterprises, as regards the securing of occupational safety and health and compliance with the labour law.Support to practices targeted at combat with the gray economy and undeclared work in the enterprises.In addition, in accordance with the requirements of the Managing Authority of the Human Resources Development Operational Program, activities for the organization and the management of the project and ones related to information and publicity have been planned.The expected results are the following:-A created initial database of the objects of control.-A developed and implemented procedure for the implementation of criteria for evaluation of the risk potential of the objects of control in GLI EA’s activity. A developed methodology for inspection, through questionnaires for self-assessment, and implementation of the system in 200 enterprises. A developed procedure for activation of working conditions committees and groups in the enterprises, implemented in at least 200 enterprises;An implemented system for e-learning and knowledge check;A developed and implemented methodology for monitoring and control of the introduced new training system;Trained at least 300 persons from GLI;Purchased, supplied and put-into-operation equipment;- Securing high quality of all project activities and deliverables;Studied and disseminated good practices in all administrative districts of the Republic of Bulgaria.The project proposal is focused on the Agency, as a target group.
