National system for planning, monitoring and reporting on the implementation of Youth policies

For the effective implementation of horizontal and sectoral policies, such as Youth policies, it is essential to have an effective institutional coordination at each stage of the implementation - especially when policies are focused on overcoming social exclusion, ensuring equal opportunities for professional and personal fulfillment, improving the health status of the population. Enduring positive effects for young people can only be achieved through a holistic approach and synchronizing actions of responsible institutions at all levels. It is necessary to develop mechanisms for joint implementation of the strategic objectives of Youth policies, because part of the developed documents, projects and initiatives are not synchronized with each other. Due to the large number of strategic documents monitoring of policy implementation remains a weak link. This project proposal aim is to develop a unified system that will allow institutions nationally to exercise its supervisory role by regularly monitoring of the implementation of the planned measures and programs for the implementation of the national youth policy and to promptly respond to the current needs of the target group youth policy. Planned activities include analysis of the existing mechanism for planning, monitoring and reporting of policies and programs in implementation of Youth policies; based on the analysis development of a methodology and system for planning, monitoring and reporting, and conducting specialized training for employees in the institutions in the field of social inclusion, health, equal opportunities and non-discrimination and working conditions for working with the methodology and system. The project will have a long-term contribution to the modernization of institutions engaged in Youth policies, improving their capacity in the implementation of effective mechanisms for communication, coordination and exchange of information.
