Quality and effectiveness

The project plans taking measures to overcome the imbalance between the professional skills of the qualified persons and the labour market needs by developing and applying a new approach in the processes of planning, implementation, monitoring, evaluation and control of the vocational training, tracking of the realisation of VET graduates, as well as improving the communication between NAVET, Ministry of Labour and Social Policy, National Employment Agency, National Revenue Agency, State Agency for Metrological and Technical Surveillance, employers, service users, etc. The following activities will be carried out with regard to the process of monitoring and follow-up control of the VET centers, which is responsibility of the NAVET, as well as creating conditions for citizens to make an informed choice of appropriate training course, encouraging VET centers to provide training that benefits all stakeholders and strengthening the capacity of institutions involved in the vocational training: 1. Improving the model of the follow-up control of NAVET on VET training conducted, including building up new modern monitoring tool through the NAVET Information System 2. Performing data exchange on official channels between the institutions involved in the administration/control of VET. 3. Creating of a model for informing persons seeking and receiving the "professional qualification" service. Testing a model for external independent assessment of the acquired knowledge and skills, which an employer/ branch organization will carry out will show whether this can be one of the means to match business expectations with vocational training outcomes. Having in mind the specific nature of the activity, an increase of the administrations capacity is planned. In order to improve the financial resources management of NAVET, the project plans an analysis of the possibilities for outsourcing of some activities.
