Development the State Enterprise "Bulgarian-German VET Center" in a innovative center for training of priority target groups - in center of Excellence

In the last years SE BGCPO has gained experience to work with unemployed people, especially with risk groups on the labour market – Young chance project under Axes 7. At the current moment there is an important subgroup emerging, on which EC is putting special emphasis – long term unemployed and discouraged/ demotivated people. In its projects SE BGCPO monitors the practice of training institutions from developed countries – Germany, Austria, where segmentation of unemployed people has been done in subgroups and a specialized approached is applied to the different subgroups according to their specific characteristics. The possibilities for individuals to practice a certain profession are being explored, their needs to activate old and acquire new basic skills for reading, writing and counting – necessary only and exclusively as basics for learning the profession and its practicing. These are elements of Preparation phase for including in vocational training which contains and stabilizing the personality, socializing, motivation, guidance, career counseling, including coaching, “civil training” and some key competences and soft skills – all needed to meet the requirements of certain profession. Such approach for long term unemployed in Bulgaria will efficiently increase the effectiveness of vocational training and will turn these people into a good reserve of qualified individuals for the labour market, which lack has been strongly defined by the employers. For this purpose the partner model must be examined, obligatory to be tested in framework conditions here, and to guarantee its application into practice. The piloting of the Model to be linked to the main EU goals of VET:  The initiative for raising adults’ skills and guarantee of new opportunities for them (improved employability through new skills),  Digitalization in the future, that enters in the training process,  Production’s innovations which obligatory must be a subject for training.
