Further development and implementation into productive mode of the pilot system of electronic identification

In 2016 NA of Bulgaria adopted a new law on e-identification, which governs the implementation of a national system of e-identification of individuals, according to EU Regulation 910/2014. Under the new law, Ministry of Interior is the national authority in charge of e-registry of certificates of e-identity, e-registry administrators of e-identity, e-registry of e-identification centers and e-registry of empowerment. The current project proposal is an implementation of the National Scheme for e-identification. Development of an independent, secure and reliable information and communications infrastructure and elaboration/upgrade of information systems, registries and public open source portals, allowing re-use by different organizations, companies and individuals is to be expected. E-registries set in the Law will be elaborated and put into operation using the developments of the pilot project to implement the principles of sustainability and replication of the results achieved under other projects funded by OPAC. The realization of this project is a crucial part of the successful implementation of the other projects and initiatives set out in both the Roadmap for e-government development in Bulgaria and in constructing new information systems that will use the National electronic identification system as a unified method for secure identification of citizens. In order to fully implement the technical requirements of the Rules for application of the Law on electronic identification in the process of development of the National electronic identification scheme, the Ministry of Interior is implementing now a number of projects, which address the issues of security and reliability of the building infrastructure applied to main and back-up information centres; optic connections between them. Due to the ineligibility of such activities under this procedure of OP “Good governance” these projects are funded by the national budget and other financial instruments.
