Implementing CAIS “Citizen registration” and CAIS “Address register”

The project will result in two information systems, which will service key registers defined by the Citizen registration act: CAIS “Citizen registration”, which will service centralized: population register, register of citizen acts, national identifier register, etc. CAIS “Address register”, which will be a complete, centralized database of all addresses in the Republic of Bulgaria. The information in the national register will be used by all information systems administering address-type objects, in which only a Unique Address Identifier (UAI) will be put down, instead of a thorough description of the address. Both systems will be built using modern technologies which will allow scaling in case of higher load and servicing millions of queries in real time. All of the information systems in the administration rely on data from both systems and therefore they are key to the functioning of electronic governance. The registers of population, citizen acts, addresses and the national identifier register keep data, which is being used by almost all state administrations in order to implement their authorities and to present complex administrative services. The realization of CAIS “Citizen registration” and CAIS “Address register” will allow the overcoming of the main challenges before the establishment of an effectively working e-governance like for example citizen identification, administrative services electronization, raising the usability of e-services and provision of operational compatibility.
