Development of public registers for budget and project control of e-government and of a portal for access to resources for e-government software systems development

The project will set up: - Information system (IS) for ex-ante, ongoing and ex-post expedience control in the field of e-governance and ICT usage in administrations; - Public register of projects and activities; - Portal for access to resources for e-government software systems development. The project will provide the technological tools for exercising control over the strategic planning, implementation of projects and activities, budget spending and accountancy and achieving the planned results by the individual administrations in the field of ICT and e-governance. This will lead to more efficient allocation of public resources, as well as transparency and efficiency of the budget process, limiting the investments in unnecessary or redundant resources. The IS and the register will allow monitoring of the implementation of the measures and activities of the administrative authorities in the field of e-governance and ICT. They will support analytical functionalities for the purposes of control where appropriate, implemented by the Chairperson of the State e-Government Agency (SEGA) in accordance with the EGA. The information will be published and accessible in an open machine-readable format to ensure full transparency of data. The project also includes trainings of the experts from SEGA, which will provide methodological support to the administrative bodies that fill information in the system and the registers. The Portal for access to resources for e-government software systems development will allow multiple use of already existing components and knowledge in the process of development of new software systems. The project is included in Stage 1 of the Roadmap for implementation of the Strategy for e-governance development in the Republic of Bulgaria for the period 2016-2020.
