Currently in Bulgaria there is a deficit in terms of the opportunity to inform interested parties before making the purchase of property (road vehicles, agricultural machinery, road construction machinery, etc.) on liens imposed on them by eligible authorities. Deficiency exists with regard to the possibilities of information and transparency in carrying out the subsequent public sale of already impounded belongings. The current project envisages the creation of an electronic information system that will resolve those problems. The system will serve the National Register of liens, and will include an electronic module for public sales. The system will allow registration of liens on any type of property (except collections, according Regulation 655/2014 and real estate, object of interdiction, but not distraint.) Under Activity 1 a review on the existing practices related to liens on property and practices for e-public sale in other countries, and on the information systems that serve them will be carried out. There will be a report with recommendations for the necessary ammendments in the legal basis, functionalities and processes that the information system serving the National Register of liens should provide, including a module for electronic public sales. On this basis a technical specification and tender documentation for Activity 2 of the project will be prepared. Under project activity 2 the information system serving the National Register of liens, including electronic public sale module will be actually developed and put into operation. As Activity 3 the mandatory measures for information and publicity for the project will be implemented.
