Development and implementation of information system "Register of powers of attorney."

At present in Bulgaria there is no modern electronic system through which it is possible the information from notarized documents to be visible and verifiable. Due to the lack of modern means for verification in real time the authenticity of authorizing documents the public authorities, citizens and businesses are facing the risk of significant problems, trusting only the information from the paper document ­ easily manipulated in the modern technological means. The current project will solve these problems through the creation of an information system "Register of the powers of attorney.", which It won't be accesible by the wide public, but only by the concerned parties and the relevant authorities. Under Activity 1 of the project a study will be conducted with recommendations and proposals for change of legislation with regard to the implementation and operation of an information system "Register of powers of attorney." A report containing recommendations and a description of the necessary processes and functionalities of the system will be developed and technical specifications and tender documentation for selection of contractor under Activity 2 will be created. Within Activity 2 the information system "Register of the powers of attorney" will be developed and implemented, a guide for the system administration and management will be developed , as well as a training videos will be created. Sixty persons performing notarial acts or performing notary functions and three administrators of the system (from Department of Justice) will be trained. Activity 3 will ensure the implementation of mandatory measures for information and communication for the project. The developed information system will interact with the information system of the Chamber of Notaries and information systems of authorities with rights to use information in view of automation the process in terms of access to content proxies and system interaction with the system.
