Support for the implementation of an effective public procurement policy and developing the administrative capacity of the Public Procurement Agency

The draft proposal aims to ensure funding of activities, related to enhancing the professionalism in the awarding of public procurement in Bulgaria. Part of these activities are set out in the National strategy for development of the public procurement sector in Bulgaria for the period 2014-2020, with which is ensured the implementation of Ex-ante conditionality No 4 from the Partnership Agreement of Republic of Bulgaria, laying down the aid from the European Structural and Investment Funds for the period 2014 - 2020. The activities envisaged to implement and funding under this project are related to: developing a standardized forms of documents, practical guides/manuals, methodological guidelines and analyses, optimization of the processes in carrying out ex-ante control through development of specialized software for the "Random selection of procedures", aligning it with the requirements of the Public Procurement Law. They are all directed to support and facilitate the work of the experts involved in the process of public procurement awarding in the country, as well as to increasing the professionalism of the experts responsible for the providing of methodology, the implementation of ex-ante control, the development of standardized documents, e-procurement and monitoring of the public procurement market. The aim is to be achieved more effective implementation of the rules for the award of public procurement, a higher degree of lawfulness of the conducted procedures, to be reduced the risk of errors and irregularities in the practice.
