Development, implementation and maintenance of a unified national electronic web-based platform: Centralized Automated Information System "Electronic Public Procurement" (CAIS EPP)

Through the project will be developed and implemented a single national electronic web-based platform: Centralized Automated Information System "e-Procurement" (CAIS eP) and will be provided technical support. Thus will be fulfilled the requirement of Art. 40, para. 1 of PPL. CAIS eP will be realized on a modular principle within two stages. The first stage covers building of all functionalities up to and including the e-submission of tenders and their automatic evaluation, where applicable. The second stage will cover all the functionalities until conclusion and follow up the performance of contracts, including connection with electronic payment systems. By CAIS eP will be displayed information for the Buyer's profile. Will be ensured a high degree of certainty in relation to the electronic tenders, as well as interoperability of CAIS eP with the existing electronic systems of the central purchasing bodies. PPA officials will assist the contractor in description of the business processes and defining of requirements and validation rules. It will be provided electronic manuals and training for administrators and end users (contracting authorities, control bodies, business, etc.). Will be delivered and installed hardware and communications equipment and basic system software, incl. for the Customer Service Center. Will be provided consultancy services related to building of CAIS eP, assessment of the candidates' proposals, external expert assistance in testing and acceptance of the activities, defining the technical and general requirements; the terms and conditions for use of CAIS PPA. Will be carried out activities related to the management and organization of the project.
