Establishment and development of CRC’s information systems and registers for improving the regulatory and control activities and increasing the quality of the administrative service

The project will implement the activities necessary for the implementation of measure No. 74 of the Updated Roadmap for the implementation of the E-governance Development Strategy 2019-2023 in the Republic of Bulgaria. The improvement of the regulatory and control activities and the improvement of the quality of administrative service will be achieved through the implementation of: • a mechanism for measuring and monitoring the QoS parameters of the Internet access service (IAS) provided through fixed and mobile networks. CRC will monitor compliance with net neutrality requirements under Regulation 2015/2120 through this mechanism. It will provide more effective protection for users of electronic communications services and will be used by CRC for regulatory purposes; • development of the CRC’s existing information system “Licenses and registers” by joining registers to the Inter-Registry Exchange Environment (RegiX), which will create the necessary prerequisites for easier and faster exchange of information and will lead to an improvement in the quality and speed of administrative services for individuals and legal entities. The CRC’s Electronic Administrative Services (EAS) will be upgraded by joining them to the Unified Model for Application, Payment and Provision of EAS. A Complaints module and an electronic service “Complaints” will be developed; • a tariff comparison tool that will provide transparency of the prices and tariffs of electronic communications services and enable consumers to compare and evaluate services in terms of prices and conditions for their provision; a mechanism for limiting cases of inadvertent roaming registered in the territory of the Republic of Bulgaria by developing a mobile application for alerting users and collecting information by CRC for the areas where inadvertent roaming is registered, with a view to taking appropriate measures in accordance with Art. 16, paragraph 3, subparagraph 2 of Regulation 531/2012.
