Development and implementation of the Reference Architecture for Interoperability (RAI) and of the information system for centralized construction and maintenance of registers (ISCCMR)

The project is in implementation of Measures 1, 4 and 8, provided in the Upd. Roadmap for implementation of the Upd. Strategy for Development of e-Government in the Republic of Bulgaria 2019-2023(USDE). An Interoperability Reference Architecture(IRA) will be developed, which will be part of the upd. e-Government Architecture(EA). An IRA Implementation Plan will be developed and approved, incl.preparation of proposals for regulatory changes related to its implementation. An Information System for Centralized Construction and Maintenance of Registers will be built and implemented, meeting the requirements of the EA and corresponding to the philosophy of the USDE. The IS will provide an opportunity for integration with the layer for exchange of certifying and reference information and will comply with the EA, so that the information in the registers is accessible and up-to-date, presented in formats that are machine-readable without the need for prior transformation. Through the IS it will be possible for each department to automatically create a data structure and perform work processes related to the services provided through a register, as well as graphical user interfaces for access to the relevant services. It will be possible for 1 administration to maintain the data in multiple registers for which it is the primary data administrator in isolated spaces (tenants), as well as multiple administrations to maintain 1 or more registers in an isolated space provided through the IS. The IS will automatically generate web services needed to interact with external systems, inc. through the integration bus for the exchange of authentication and reference information (RegiX). Through the IS will be established the interoperability registers, statutory laid down by law on e-government as well and the applicable data models will be entered/migrated. Within the project, at least 4 registers of the MYS and a single „Employment“ register of the EA will be established.
