"Development of the information system and the public register of the Commission on Protection of Competition"

The project envisages upgrading the CPC information system (data management system) and the public electronic register, implementing electronic administrative services and introducing a new information portal with a possibility for submitting information for competition infringements. The CPC maintains electronic register of the acts it has issued, notices, instructions for removing deficiencies in the application and orders to reject initiation of proceedings under the Public Procurement Act and Concessions Act. The upgrade of the CPC public electronic register is based on the need to widen the range of the data that is publicly available to the citizens and the business, to guarantee more transparency as regards the proceedings and acts of the CPC. It is envisaged also to improve the structure of the register and its functionalities, with better options to perform advanced inquiries and searches with different specific criteria. As regards the upgrade of the functionalities of the public register, new functionalities of the CPC information system will be created, allowing for input and publication of the relevant data. New functionality will be added, allowing for possibility of online submission of application under Art. 38 LPC for initiation of proceedings, of notifications for concentration between undertakings under Art. 79 LPC, as well as of applications against acts, actions or omissions by contracting authorities during proceedings for public procurement or granting concessions. Online electronic forms will be developed for requiring all administrative services through the National Unified Electronic Communications Network for requesting, paying for and granting of administrative services. The envisaged new CPC information portal will ensure fast access to the upgraded public register and the new electronic administrative services as well as a possibility for submitting information for infringements of competition law.
