Optimization and electronicization of registers and processes in the Bulgarian Food Safety Agency

The Bulgarian Food Safety Agency (BFSA) maintains 65 registers for processing information in the five areas of control of Agency, namely: registration of animals and livestock farms; registration of sites for production, trade and transportation of food and animal by-products; production and trade of veterinary medicine; production, trade and transportation of feed; placing on the market of plant protection products and fertilisers and related activities, and phytosanitary control. The project will provide for registers’ organization reform, workflow digitalization and consolidation of information sources. The thematic unification and digitalization of the registers and the development of specialized information systems for the management of the BFSA’s areas of control will optimize the business processes at central and regional levels (including for the provision of a total of 73 administrative services via electronic means). The project envisages: - status quo analysis of registers and business processes, administrative and interorganizational services; - development of a unified register of animals and livestock farms; - development of a national register of sites for production and distribution of food and materials and articles intended to come into contact with foodstuffs and animal by-products; - development of a unified veterinary medicine register; - development of a unified feed register; - development of a unified register of plant protection products, fertilisers and related activities and phytosanitary control; - development of specialized information systems for the management of each of the newly developed registers; and - drafting of a package for amendments and supplements to normative acts and / or internal rules and documents, ensuring the functioning of the newly developed registers. The implementation of the project will significantly contribute to the development of one of the sectoral systems of e-government - e-agriculture.
