Establishment of a property management system, including a unified register of state and municipal property

The project proposal envisages establishment of a property management system, including a unified register of state and municipal property, the creation of which is provided for in Measure 66 of the Updated Roadmap for Implementation of the E-government Development Strategy in Bulgaria for the period 2019-2023. In accordance with the applicable legislation, separate registers for state and municipal property are created and maintained at central, district and municipal level as described in Annex 1 to the Project. In view of securing the work and activities of the Ministry of Regional Development and Public Works (MRDPW), 28 district administrations, the primary authorizing officers and the municipalities, the implementation of the project will consolidate the registers of sites and properties – exclusive, public, private state and municipal property, in a unified register, and the scope of this project will include acts of state and municipal property, which are not marked with a security marking and do not contain data representing classified information within the meaning of the Classified Information Protection Act (CIPA). Consolidating the registers will improve the quality, completeness and security of the data and their overall organization will be optimized. The official exchange of information between administrations will facilitate each state and municipal structure by providing fast access to information in real time and in full for the properties – state and municipal property, by generating data on their parameters and characteristics, management, disposal, and for their registration/deregistration. The establishment of the property management system, including a unified register of state and municipal property, will create conditions for the collection, processing and integration of information in a unified information environment.
