Development and Implementation of a National Social Security Institute’s Architecture for the Processes Related to Benefits, Compensations and Guaranteed Receivables

The project addresses the development and implementation of the NSSI’s Architecture for the processes related to benefits, compensations and guaranteed receivables, by consolidating the information sources into a single Electronic Social Security File (ESSF) for each (self-)insured person and insurer. ESSF will include data related to all insurance events that may occur in a person’s life with respect to his/her ongoing status and forecast data for applicable periods and/or other indicators for their social insurance status quo. An ESSF Information System (ISESSF) will be developed to manage the business logic between the relevant data sets of structured data and unstructured e-documents related to the social security rights of an insured person or a person acquiring rights to benefits, compensations and guaranteed receivables for all insured risks under the Social Insurance Code, the Republic of Bulgaria Defence and Armed Forces Act and the Guaranteed Receivables Act. These data sets serve to determine the periods for, calculate the amount and proceed with the payments of funds, to register occupational accidents and diseases, issued individual administrative acts, appeals, etc.; incl. for the development of similar profiles of insurers. ISESSF will be integrated with the NSSI’s (a) information systems for the provision of all services related to benefits, compensations, and guaranteed receivables, and (b) primary sources of documents and data (registers), for the development of the various social security profiles, information and reference sections and channels through which the output data is accessed in both analytical and aggregated forms. To achieve these goals, the NSSI's Technology Platform for Interdepartmental Interaction and the Single e-Services Portal will be further developed as single entry and exit points for communication and electronic exchange of information, documents and data on benefits, compensations and guaranteed receivables.
