Improve the effectiveness of selection of public employees

In line with best international practices in Regulations in the Republic of Bulgaria is adopted the underlying principle for conducting of competition for the appointment of public servants. In most cases, this principle is undermined by the failure by existing tools and procedures to assess the qualitative candidates at the entrance. This leads to a lack of effective and qualitative selection of the most suitable candidate. Amendments to the Civil Servants Act (SG No 57 of 22 July 2016) lay down two stages in the competition for entry into State service, the first centralised, which provides transparency and objectivity and is essential for the assessment of competences at the entrance. Through the changes it has extended the scope and the current centralised competition for junior experts. This project proposal aims both improvement of recruitment in the civil service and the promotion of employment opportunities in the civil service. The project will involve developing and/or purchasing tests for the centralised stage of the competition and developing the necessary technological platform for them. There will be a major information campaign to inform stakeholders. In order to attract high quality candidates for the civil service will raise awareness concerning the opportunities for work at the state administration. A modern specialist website would contribute, on the one hand, for better positioning of the civil service as an employer and, on the other, for better organisation and coordination in demand for personnel. Users of the site will be as potential candidates for public servants and administrations.
