The project is aimed at increasing the effectiveness and efficiency of the state administration. It will provide a tool for optimizing the state administration, in line with the latest tendencies in the field of administrative reform in Europe, which are aimed reducing the fragmentation, introducing the network principles, horizontal and vertical coordination between the administrative structures, transparency and accountability of the government, engaging NGOs and businesses, digitalization of the state administration, reduction of the internal bureaucracy, stronger focus on results and goals and etc. The project consists of 2 logically interconnected activities, which will be carried out in succession. The first activity envisions an amendment to the Uniform Methodology for Carrying out Functional Analyses in the State Administration and the Guidebook for its implementation, developed in 2008. A special focus will be put on the possibility to perform functional analyses of more than 1 structure, following horizontal and sectoral policies, which will encompass not only the relevant ministries and secondary budget holders under them, but also all other administrations that have functions in the given sector or policy area. The principles of efficiency and effectiveness will be at the core. A possibility to consult the conclusions and recommendations of the analyses with the bodies, responsible for the administrative reform, will be provided. The second activity includes pilot testing for the amended methodology through 5 pilot functional analyses of horizontal or sectoral policies. The results of these analyses will be taken into consideration when implementing reforms in these areas over the following years. .
