Creating models for optimal administrative structures of municipalities

Within the project a review and analysis of the existing municipal structure problems will be completed and options to overcome them by possible regulatory amendments and changes in work organization (joint responsibility, providing shared services, etc.) will be developed. Optimal models for the structure of different sized municipal administration (distributed in not less than 5 groups), as well as internal for the municipalities regulations will be developed. A comparison between statutory obligations of municipalities and possible solutions for their effective implementation by the municipal administration will be conducted. As an outcome of the planned activity implementation, a full package of options will be delivered to municipalities for municipal administration structuring in accordance with the legal requirements and national strategic documents, opportunities for shared responsibilities and draft projects’ documents (regulation manuals, job descriptions and etc.). Training for the optimal models implementation, and draft proposals for the regulation Act changes (in the case of an identified need for changes in the national legislation) is anticipated as well.
