Implementation of Shared Services in the Organization and Functioning of the Central Administration

The existing model of organiz. and functioning of the structures of the general supporting administration is characterized by high costs, divergent practices and weak coord. of activities. The project is aimed at devel. a detailed analysis of the status quo in the field of HR management, fin. management and accounting and IT, and elaborating a model which will allow for the gradual relieving of the administrations from the incidental duties of a general and ancillary nature, allowing them to focus on the discharge of their core functions. The aim is to establish an organiz. model whereby a single unit or adm. provides shared services (SS) to other adm. There are diff. approaches to the implem. of the SS principle. The project will consider the feasibility of all options and recommend the more approp. one, considering the charact. of the specific functions and activities. The functions will be prioritized and a Road Map for the introd. of shared services will be developed. An analysis of the recreational facilities owned by the state adm. will be carried out and recommendations given for improving their management model in view of introducing SS. An analysis of the activ. related to the legal representation of the adm. in court proceedings will be carried out and recommendations will be drafted for improving the existing model, in view of introducing SS. The introduction of the SS principle will, in turn, require amending and supplementing the current legal framework. A methodological framework will also be developed in order to ensure the most effective utilization of the opportunities which SS provide for the optimization of administrative work. A change management mechanism will be developed and implemented. The proposed model will be piloted through the launch of two units for the provision of SS. The activities will be subject to ongoing monitoring in view of their potential scale-up in other adm. and/or with respect to other common administrative tasks.
