Improving the policy implementation process in Bulgaria

Implementing the horizontal policies in Bulgaria poses a number of challenges before the administration, such as planning, strategic targeting, performance monitoring, and results evaluation. The most important tools to achieve the objectives of the policies are the strategic documents. Major element of strategic planning is to set measurable indicators in strategic documents needed to assess the level of achieving the objectives. There is a problem as to what extent completing the indicators in the documents actually contributes to achieving the objectives of the policies. In this regard, there is a need to evaluate the effect of policies in a wider aspect, that is after completing the indicators in the individual strategic documents. The main objective of the project is to improve the policy implementation process in Bulgaria. The units in the administration responsible for implementation, monitoring and reporting the horizontal policies will be the main target groups of the project. The project will incorporate two main activities. Firstly, an analysis of several horizontal policies will be carried out. The analysis will examine the implementation of the strategic documents related to these public policies, and will make an attempt to evaluate the effect of the policies after accomplishing the relevant strategic documents. After identifying specific problems and making the necessary conclusions, a set of recommendations for better policy implementation process will be made. In addition, a methodology to evaluate the effect of horizontal policies will be developed. The methodology will incorporate proper methods – economic, econometric, statistical, sociological etc., which will support the public administration in conducting policy evaluations. The activities in the project are expected to result in an improved process of implementing horizontal public policies as well as to an increased effectiveness and efficiency of the public policies per se.
