Capacity Building for Carrying Out Impact Assessment in the State Administration

Introducing the principles of the good governance and improving the administration's efficiency are among the main objectives of each government. Normally policies are implemented through laws, because it is the most effective approach of ensuring sustainability of the policies. In Bulgarian administrative practice no other approach is commonly used for the implementation of policies. For this reason an obligation to assess the impact of regulations has been introduced into Normative Acts Law. The impact assessment as a tool provides greater transparency of the legislative process, sustainability of the policies and regulations. The stable legislation saves costs for business and citizens in one hand, and for policy makers in the other. The project will make possible carrying out ex-ante impact assessments of bills and ex-post impact assessment of laws or codes. Along with this the project will also result in a stronger administrative capacity for carrying out impact assessments and better policies.
