Improving the capacity of municipal employees to provide quality public services

In the period 2013-2014 NAMRB carried out with funding from the Operational program “Administrative capacity” over 200 useful training events for municipal administrations. 5760 municipal employees attended these events and a special web-based platform was set up to support the training process (www.namrb.obuchi-se.org). A key result from this project was the setting of expert networks and the training of 400 municipal trainers in the core local administration spheres of competence. Provided the specific responsibilities of municipal administrations, it is necessary that these trainings be extended and enhanced. The proposed project shall be aimed at those municipal employees engaged in municipal activities related to the delivery of basic public services. It is necessary that project efforts be focused in three main directions: 1. Training events (physical attendance required) on new spheres of municipal responsibilities – e.g. property management; 2. Continuing training – both with physical attendance and distance learning courses – in areas: - with entirely new legislation enacted of late (such as education and social service provision, natural disaster and crisis management and mitigation, etc.); - where deficiencies and errors are quite frequent (financial management, spatial planning, environment protection, etc.). 3. Tailor-made trainings delivered on request by municipalities (to be carried out with the help of municipal experts with ample practical experience, members of NAMRB expert networks, trained for trainers under the previous project, who can contribute to the improvement of local expertise on-site in the given municipality).
