Specialized training for employees to work with monitoring, early warning and announcement systems to enhance civil society security

he National Early Warning and Announcement System (NAAR) and the monitoring system at the Center for Aerospace Observation (CAO) are systems related to national security. They support the implementation of the MoI's strategic objective of prevention, reliable protection and risk reduction for the population and critical infrastructure sites in disasters and emergencies. These systems meet the obligations of the Ministry of Interior and the European guidelines for improving the security of the community. The National Early Warning and Announcement System consists of: 1. NAAR of the executive bodies and of the constituent parts of the Unified Rescue System; 2. NAAR of the population. The existing National Early Warning and Announcement System is a modern system based on leading information technologies. It has functionalities that are relevant to the necessary actions of the Ministry of Interior staff during the threat and disasters, crises and emergencies. The Center for Aerospace Observation (CAO) is a monitoring structure with integrated satellite monitoring systems. The CAO supports early warning, prevention, risk management and risk assessment of natural and anthropogenic disasters on a national scale. The CAO has ground stations and a set of hardware and software equipment for receiving and processing satellite data. The CAO has a specific tool for work depending on the seasons during the year and the assignment of priority analyzes and tasks: Software package for detection and localization of thermal anomalies with real-time fire characteristic; Application for WEB services and dissemination of information. The CAO disseminates information between different institutions in Bulgaria through the Geo-Portal. The geo-portal is designed to rapidly disseminate the information that is produced, processed, interpreted and analyzed in the Center for Aerospace Observation.
