The project aims at conducting an overall review and assessment of the current state of the national public procurement system. This includes: - a functional analysis of the capacity of the Public Procurement Agency (PPA) for effective and efficient implementation of the assigned tasks (especially with regard to the agency's ex-ante control on public procurement); - quantitative and qualitative analysis of data on public procurement procedures and contracts in order to establish the efficiency of procurement processes; - an assessment of the overall functioning of the public procurement system after the entry into force of the new legislation. The results will be summarized in three reports that will also contain specific short-term and long-term recommendations for improvement. The above-mentioned activities will be implemented by using the advisory services, provided by the International Bank for Reconstruction and Development (IBRD) within the Reimbursable Services Agreement signed between the PPA and the Bank on 2 November 2017 and later ratified by the National Assembly. The assessment of the institutional capacity of the PPA and the one concerning the overall functioning of the public procurement system, as well as the follow-up measures will be discussed during three workshops that will be organized as part of the project implementation.
