Civic Monitoring for Better Quality of Social Services

The aim of the project is to contribute to improving the formulation and implementation of public policies in the field of social services at local and regional level on the territory of Vidin district (including the 11 constituent municipalities) on the basis of independent civil monitoring, feedback, partnership and making recommendations from civil society. Target groups include decentralized state and municipal authorities responsible for social policy, civil organizations (such as of social services users, their families and communities, and NGOs – providers of social services), and the society on the same territory. The aim of the project will be achieved with the following activities: Conducting an information meeting to announce the project and to attract participation; Development of Methodology and instruments for evaluation of the social services policy at the municipal and district level; Expert’s workshop for adoption of the Methodology and its editing and completion (if necessary); Civic monitoring and evaluation of the social services policies in the target area by a research team using the adopted Methodology; Conducting a Round table "Development of Social Services in the Vidin Region" with the participation of representatives of state institutions, municipalities and civil organizations; Publishing and distribution of printed materials - a leaflet with the description of the project and a compendium of its products; Enhance the capacity of the applicant and partner for civic monitoring and advocacy on social services policies as one of the sustainability and multiplication measures. The main products of the project are the Methodology and tools for civil monitoring and assessment of social services policies at municipal and district level and the Report of civil monitoring and evaluation of social services policies in Vidin district, which will be accessible through publications, including online. The duration of the project is 12 months.
