The rights of cancer patients in Bulgaria are threatened by uncoordinated or disconnected from public needs policy. Drug policy in this area is burdened with cumbersome bureaucracy and budgetary constraints. Approximately 240,000 registered cancer patients are added annually to 30,000 new people who need medication and treatment. Oncological diseases have a significant impact on both health and healthcare. The target groups of this project are: the public, NGOs from Bulgaria working for people with cancer, administrations of state institutions (Ministry of Health, Agency for Persons with Disabilities, Administration Council of Ministers) Health Commission of the National Assembly. The project envisages pooling the efforts of all actors in order to identify more clearly specific problems and obstacles and to seek appropriate and quick decisions. The main objective of this project is to: Improve the involvement of patients in the process of formulating, implementing and monitoring policies and legislation through more active NGOs, including by making recommendations to improve service delivery processes, a better regulatory environment, related to the treatment of cancer. The project envisages the following activities related to the improvement of civic participation in the processes of formulation of policies for combating oncological diseases: Study; Analysis of the regulatory environment; Exploring good practice in the EU and developing Proposals; Creating a Portal; Working forum; Information campaign; A Campaign to Protect a Publicly Important Cause. The target value of indicator 2 is at least 6 and that of indicator 3 is 3. The project includes activities from each of the four groups of activities described in the guidelines. The implementation plan is estimated for 6 months, taking into account the time needed for preparation, incl. conducting selection procedures for contractors. The total budget of the project is 89 451 BGN.
